Apparently to hand out tickets.
Here’s a quick little story about resource mismanagement courtesy of Fox News. In sunny Glendale, California the police reportedly used a bunny costume to track down reckless drivers. They also report that a city counsel man was hopping mad.

I feel sorry for the guy in the bunny suit. (Though he probably gets paid better than most mascots.)
Given that a costume head effectively gives the wearer tunnel vision, that has to be pretty risky trying to work in traffic like he was doing. I should think it unwise for a fursuiter to try to cross a busy street without a handler/lackey.
